The 2 front bins tip out using hinges and has stops on the inside to keep bins from tipping too far out. It is made mostly of 3/4" plywood, but also uses some 1x4 for the face frames. (If you plan to paint it, you could certainly use plywood for the face frames). 
 
These plans are for intermediate level builders due to the angles and bevels needed, but I provide very detailed cutting images and measurements which, if you take your time, is not a big deal!
